In order to replace the wax ring you had to pull the watercloset and set it aside momentarily. It is possible that while moving it something may have shifted in the tank which is now preventing the fill valve float from going down to the fill position, so first check the float to see that it is free to move.

If the float is in the full down position and the tank is not filling you could have one of two problems.

1.The angle stop valve is defective and not opening properly. To test it, turn the valve off, then disconnect the supply line from the bottom of the tank. Put the upper end of the supply line in a bucket or container and slowly open the angle stop to insure you are getting a good water flow through the valve and line. If not, replace the angle stop valve.

2. Some scale or debris could have become dislodged in the water supply line and is now stuck in the fill valve needle valve assembly.

If you are adventurous you could turn the water supply valve off, then dissassemble and clean the orifice in the fill valve assembly or you could simply replace the fill valve with a universal fill valve replacement kit such as a fluidmaster.

If you already have a fluidmaster fill valve, there is a small rubber diaphram in the control head that is relatively simple to replace. You can get the diaphram at any hardware store and they will be able to show you an illustration on how its changed.
