poor flushing toilet

We are having problems with our (older) toilets. It was just the one in our newly remodeled bath at first, but about 2 weeks after that one started malfunctioning, the second one followed suit. They are both connected to the same drain pipe. They fill with water to the brim (sometimes even higher), but they don't spin fast enough to force anything down. The water doesn't even drain most of the time. Would a clogged vent pipe cause this? If so, how do you clean a clogged vent pipe? If not, any clue on where the clog might be? (We've already tried a snake. It slightly improved things for a few flushes, but we were soon back to square one.)
