What is the color of the outer insulating sheathing of the romex? Is it white or yellow? Romex is not recommended to be installed in conduit if the run is closed off at both ends, and, any romex installed in the ground needs to be UF type. Regular NM-B cable (romex) is not rated for wet areas. The wiring installed in the conduit, (and it should be plastic conduit,) need to be single wires that are rated THHN/THWN. If anything other than these rated wires or UF cable is installed then it'll rust through and break.
