evidently it seems like the chain that connects to the flapper is too tight. there must be a minimum amount of movable chain so that the flapper can drop and reseal after the water goes out of the tank. An air bubble is formed when the flapper opens and just before it drops to the closed position. if that chain is too tight then the flapper will not drop by gravity - it just sits there floating on a minimum water level just enough to keep it open.
