the regulator is something that isn't field adjustable. natural gas is adjusted for a 4-5 in water column and propane is a 10 inch water column. the main valve mixes air with the gas to give a burnable flame. the pilot flame is of a very low pressure so it just sits there burning. the force of the air/gas mixture that comes out of the main burner shouldn't be that great that it blows out the pilot flame. another thing that may have something to do with it is a high velocity draft through your chimney. the draft is nothing more than a vacuum up through your stack.
