The things mentioned there will affect either/both compartment's temperature. The quoted passage does say, "the fridge compartment's temperature is
usually the first to suffer". That is not always the case.
Each of those things have to be checked in order to rule them out as possible causes. That's the only way you're going to get to the actual cause
in your case.
