prep is the key. First make sure there is a vapor barrier, do this by placing a piece of small plastic and tape it down, allow 24 hrs if no moisture you are ok to paint if moisture i wouldnt paint. If you really want to do this here is what i would do. I would clean it with a mixture of muratic acid and water. scrub with a stiff broom and wash it down well. Allow to dry for couple of days then do the 2 part epoxy. most will require 2 coats. the hard part is that the mixture is only good for 2hrs or so so u either have to do some measuring or buy two gallons.
