That will be why it isn't filling, both functions are tied together in the icemaker's timing.
Assuming the icemaker's shut-off 'feeler' arm is not just raised in the off position, the icemaker not functioning at all could be caused by it just not receiving power. Check to make sure its harness hasn't become unplugged. Someone might have to actually check for power at the harness plug in the wall to confirm it is getting power.
It could also be caused by the freezer being too warm. The freezer needs to be in the area of 5°F or less for the icemaker to function. (Water freezes at only 32°F). Check the freezer temperature with a thermometer.
If needed you can read about possible causes of refrigerator cooling problems at the following link:

My frost free refrigerator is not cooling properly. What might be the problem?
Lastly, a problem in the icemaker itself could be the cause if the freezer IS cold enough and the icemaker IS getting power.

The door panel for the ice will turn the corkscrew in the ice bucket.

That operation has nothing to do with the icemaker itself (even if they both handle the cubes at some point). They are two totally separate mechanisms.
