Didn't he check it afterwards??
Have you tried running the dryer with the venting totally disconnected for a load or two to see if drying improved? That would totally rule out the venting as a possibility.
That model dryer uses a double element coil (see the following link). If one of the two coils had failed it would cause reduced heat. But if you had an actual appliance service technician look at it, I would think that would have been one of the first things he checked.
