If you dont have the old style ball-cock with the arm and ball, then you most likely have a 200a or 400a fluidmaster. It may be defective. the line that goes from the fluidmaster into the "overflow tube" is what fills the bowl. If there is no water coming from this line, replace the fluidmaster. If the line has kinked or came out of the flushvalve aka overflow tube, then fix that. You will not get a good flush without a bowl full of water to start with. The fluidmaster is responsible for putting water into the bowl through the flushvalve
