Its is common your HP should ice up, However only on the coils! Then it should go into defrost mode to defrost the ice from the coil!
I have an extensive back ground in the HVAC field, I currently work for a local Distributor of HVAC equipment!
It sounds to me that you are low on refrigerant and you should have a reputable service company come out and have a look at your unit. It is possible that you could have a dirty or clogged coil on the inside unit, This could be an air flow problem also!
When picking a Company to work on your equipment always ask for references! Don't automatically go with the lowest price,In the end you will pay more!
