Depending on what you want to put back over this slab would determine what how flat and smooth you need this floor to be.
At the very least take a 4" razor scaper and scape off all the high glue remnants.Don't put any kind of removers or chemicals on this slab if you intend to put ceramic or any type of flooring with an adheasive cause you may damage the slab to the point where it will not accept any type of glues or thinset if tiling the floor,and if you are wanting to seal or paint the floor you would not want to do that either.
If you are going to stretch in a new carper then still knock down the ridges of glue and make smooth and fill in any holes with a floor patch[8D]
