Freezer not cold, but not cold enough

Not sure what the problem is with our refrigerator. The freezer is set to coldest (7), but is not freezing very solidly. I thought my son was emptying the ice trays, but he denied it, so I did a test. I found that the water in the ice trays is evaporating (?). The freezer is cold, but should be cold enough to freeze ice cream, which it isn't doing. Any answers? Thanks.

This could be the result of the following:
1. Your fridge is not well insulated and is losing cold air to the outside. Is the motor constantly running? If so, this is the most likely scenario.
2. You condenser motor may need some repair. How old is the refrigerator?
