The hole is there to allow any water getting into the motor chamber to escape, otherwise the water would fill the motor chamber and flood the motor. If water is dripping from the weep hole in the bottom of the motor housing the problem is a bad motor shaft bearing. Replacement parts are available if you want to go to all the expense and labor of tearing the whole unit down, but normally if it is leaking through the motor the prescribed fix is to replace the disposal.
