Yes, an electric oven will not heat properly on a "bake" setting without the bake element functioning. It might heat up during the initial preheat function as that is usually done using both bake and boil elements so the effect of just the boil element would be initially felt. But no additional heat would be produced after the preheat.

A gas oven functions differently however. They usually only use the same single burner for heating on bake.
