Garbage Disposal Spins but Blad does not?

Our garbage disposal center bolt spins when its on but the rest of the plate under it does not. I can't figure out how to tighten the bolt in the center so that the center plate rotates. Does anyone have a clue about this?

That would depend on the exact make and model number of the unit in question. They're not all the same.

Are you certain the nut is loose?
