GE SxS produce frozen

I have a GE SxS, about 3 years running time model # GSS20IMD WW
After away all of december, we came home, turned the controls back, and after a couple days noticed the water wouldnt work and the lower refrig section was freezing stuff.

Finally figured the fan above the coils in the freezer does not run.
Can I fix it myself?

You're missing a letter from the model number - GSS20I_MD WW.

Did you get it right off the appliance's model number identification tag?

If it was freezing in the fridge compartment, it could have frozen the water reservoir in that compartment for the water dispenser.

Maybe not at the exact time when you happened to check it but it has to have been running at some time. The evaporator (cooling coil) motor is how the fridge compartment gets cool, by circulating air from the freezer compartment to the fridge compartment. If that fan never worked, the fridge compartment would become too warm.

JFYI
