Kenmore washer won't fill

Kenmore washer does not fill. Agitator starts immediately when washer started. Cycles normally except without water.

It is the water level control switch (see the following link) that is responsible for shutting off the fill process and switching power to the timer for it to advance into the wash cycle where agitation takes place. If its contacts were shorted, it could act as if the washer was full already.
