My GE portable dishwasher will not drain completely. Some water does come out but the motor sounds different, quieter. Could that be an indication that the pump is not working?

some water will stay in the hose and drains back when the pump cycle is finished. water has some body in it, at end of pump cycle the pump cannot pump air....

There is always that possibility. There is however more common troublemaker(s) for your symptom on your dishwasher design.

At the rear of the tub below the bottom rack there is a filter screen with 4 screws holding it in place. Beneath the screen there is a part called the 'check valve' whose main functioning part is the piston and nut assembly (see the following link). It is in the center and unscrews from the unit. It can deteriorate or seize up resulting in poor draining (and possibly poor washing as well). It should be inspected.

If that isn't the cause the 'check valve' body might be. In the exit port of it there is a 'flapper' valve which could be malfunctioning. The one at the following link may be close to what's there but is not listed on your model. If it was different from what's there the whole 'check valve' body might need to be replaced if responsible for your problem. It should come with the flapper valve already installed in it.

Of course, checking the drain hose for any obstructions should be done in the course of service.
