MSaccess database cannot be opened

I have a Microsoft access database on my computer. I coppied it to another drive as a backup. After my computer got reformatted with the new operating system, with MSoffice programs, I cannot open that database anymore. It keeps on saying:

HAVE YOUR SYSTEM ADMINISTRATOR OR THE PERSON WHO CREATED THIS OBJECT ESTABLISH THE APPROPRIATE PERMISSIONS FOR YOU.

Is there any way that I can solve this alone?

Is this on your computer at home? What operating system? You need to go to the security properties of the database, right click on the icon, select properties, then security, what do you see? Are you in there?
