IE online use causes smeared pages for Compaq Presario 7000

I have a Compaq Presario 7000 with a new Diamond Stealth Radeon 9200SE video card or the old NVIDIA M64 32M Pro
and a CU 933/133 Intel Pentium III
I use IE Internet Explorer 6.0 with FlashPlayer 9.0 supposedly
for Pentium IV and higher.

What my question is:
Why does IE cause a blurred image and a messed up Desktop
like a scattered mirror of muliple Images when used on the Intenet ?

It works fine for gaming,
I donot think it is the Video card
I donot think it is the CPU, and I don't think it is the hard drive
any solutions the imaging problems only occur at certain websites.

try installing firefox as an alternative to IE. The microsoft shell is the basic OS for windows. Next you've got Unix or Linux as an OS. I don't see how in heck a browser can blurr monitor issues.
