Contrast window keeps popping up on monitor

My old Sharps Electronics W98SE computer has a contrast window that won't go away. It is wired to a Dell monitor which it seemed to recognize.

If I push a button on the monitor it goes away temporarily but only for a moment.

This also happened using a Gateway W98SE computer and Dell monitor.
