I found this after googling the web.
How to Fix Ati2dvag.dll Errors
Important: Do not download ati2dvag.dll from a "DLL download" website. There are many reasons why downloading a DLL file is a bad idea. If you need a copy of ati2dvag.dll, it's best to obtain it from its original, legitimate source.
Note: Start Windows in Safe Mode to complete any of the following steps if you're unable to access Windows normally due to the ati2dvag.dll error.
1.
Restore ati2dvag.dll from the Recycle Bin. The easiest possible cause of a "missing" ati2dvag.dll file is that you've mistakenly deleted it.
If you suspect that you've accidentally deleted ati2dvag.dll but you've already emptied the Recycle Bin, you may be able to recover ati2dvag.dll with a free file recovery program.
Important: Recovering a deleted copy of ati2dvag.dll with a file recovery program is a smart idea only if you're confident you've deleted the file yourself and that it was working properly before you did that.
2.
Run a virus/malware scan of your entire system. Some ati2dvag.dll errors could be related to a virus or other malware infection on your computer that has damaged the DLL file. It's even possible that the ati2dvag.dll error you're seeing is related to a hostile program that's masquerading as the file.
3.
Use System Restore to undo recent system changes. If you suspect that the ati2dvag.dll error was caused by a change made to an important file or configuration, a System Restore could solve the problem.
4.
Reinstall the program that uses the ati2dvag.dll file. If the ati2dvag.dll DLL error occurs when you use a particular program, reinstalling the program should replace the file.

You can select the driver here:
Just choose Xp Pro/Home, Radeon, and the 9800 Series
http://support.amd.com/us/gpudownload/Pages/index.aspx
Its a large download (72mb) but getting those drivers replaced may just get you up and running again. If you still can't get the internet connection working, could you download it on another computer and burn it to a CD maybe?
Also be sure and do that virus scan as soon as you get the machine online. I bet there's something nasty in there chewing up system files.

Update on virus scan...
Went to House Call and had to download Java. I feared the worst, as I've tried that in the past with no success, but gave it another whirl. Even after running and executing still could not use Java and House Call. So I moved on to Panda. It's scanning now and found two infected files so far. Will report back when finished.
Thanks for all the great help!

Ahh don't mention it! I love fixing stuff, computers especially. I found my sons computer on the side of the road, rained in once and the processor was jammed in backwards with a bunch of bent up pins.
He's watching a movie on it right now I believe.
Yeah those online scans can take quite a while to finish on a well-used system. Lot's of files to sort through. It's a good one though!
Have you installed the new Gfx drivers yet? I'm really curious as to whether it will boot with fresh drivers in there. If it doesn't, we might need to start testing hardware.
Oh save your receipt for the NIC card! It might have just been a corrupted driver that was keeping you from getting online with the old one. We can try and solve that one too once when get the big problems solved if ya like!

The next step.
Okay, Psycho0124, I'm ready for the next step. To date (minute) I ran the Panda scan, tried to buy it with no success. It found 16 potentials. I could not do anything with them except look at what the file names were. I could not tell if they are/were removed, fixed or sent to a special 'do not touch' folder. Not sure where to go from here. It did not appear that the files were really bad ones, just what was described as PUPS. IS it okay to get the drivers now? Okay to contact Microsoft for re-validation?

Let's do a couple more things before we go ahead with the new driver. We need to do a thorough checkup of the hard drive and maybe the memory. Since it didn't find anything nasty, we really need to know what messed up that display driver before we go fixing it.
First, open up your "My Computer" and right-click your C: drive (probably called local disk). Click Properties and then the Tools tab. The top selection should be "Error Checking". Click "Check Now" and select both check boxes. It will likely require you to do a restart and run the test before windows loads. This is going to be another long process but if it checks out, it'll let us know that the hard drive is fine.
Second, we need to test that memory. Go here: MemTest Download - Softpedia and download Memtest. It's a great little program that doesn't even require an installation to run. Just run the Memtest.exe and tell it to "test all available memory". Let it run until it has at least 100% coverage. It'll may take a while especially if you have lots of Ram but it will rule out the memory as the culprit for us.
If both of these run without giving you any error messages, then go ahead and install that ATI driver. If it crashes on reboot, I'd bet the GPU has some issues and might need replacing. Of all the componants in all the machines I've built/serviced over the years, the graphics card seems to be the most frequent to fail unfortunately.
Sorry for all the steps here.
I find the whole "fix it once, fix it right" mentality can really save some headaches when dealing with computers.

Ati2dvag issue
Some more great help. I'll start that when we get back home...probably late. My wife's youngest daughter will be having her second child (wife's 5th g/child. All boys!) tomorrow, so I'm not sure just when I'll get back. Thanks again for the help, Psycho0124.
Is your trade computer repair? You sure have a good handle on this stuff.

Hey congratulations! We've got two boys here. They're a barrel of fun when the 5 year old isn't taking something apart and the 8 month old isn't gnawing on something/someone.
Actually yes, I run a little computer repair business from my home. I've got 2 systems I'm working on today and I should be getting some parts in later to finish up a custom machine for someone. I've worked at several shops over the years but I find I make a little more money operating by my self. Less overhead so I can charge less, and talking directly with the customer means we're both on the same page with what they want done. Happy customers = guaranteed repeat business! Plus it's nice to work from home, getting paid to do something I enjoy doing anyway!

Memtest...
Did the disc check and all was well. Did the Mem Scan and it found 1888 questionable items. I signed up for the $39.95 package to get these fixed. Hope I did right on that.
Will check in the morn for further info....
