Question HELP!! tanning bed won't start up.

I have a 1990 montego bay wolff tanning bed, with new bulbs as of last summer. Last week while i was tanning the bottom bulbs just turned off but the top were still working. I checked the fuses and they seemed to be ok and i checked the breaker box to see if anything had been tripped and still all was checking ok. Now the top bulbs aren't coming on either. If anyone has any knowledge of this and can assist me in any way i would greatly appreciate it.

Is there a thermal overload in the 120 volt circuit going to the ballasts? Check out the tube sockets. One ballast can be used to power up four tubes and if the series circuit opens then none will work.
