Removing circuit breaker

I am trying to replace a 2-pole 30 amp. GE THQL circuit breaker in an Arrow Hart Murray load center. After turning off the main and disconnecting the wires, I tried pulling off the old breaker, but it doesn't budge. Any suggestions?

If the breakers are in two vertical rows, insert a narrow blade screwdriver between them, and use the other breaker as a fulcrum.
If the breakers are in a single row, insert the screwdriver between the breaker above and below. Grab the breaker trip handle with a channel locks with the curved section facing to the right and bump it with the heel of your hand, to the left.
When I say "insert", I mean, no more than 1/8".
