Can a 240 volt appliance run without the ground?

No I'm not going to try it, but I was curious if the ground prong on a 240 volt appliance such as a window air conditioner or a welder that has a 3 prong plug and ran off of either 15 amps-20 amps, 240 volts will it still operate?

Hube is an unknown quantity at this point
