Brown Outs?

I have been having a problem with power either browning out and/or going out in specific areas of house, which turn back on ie, TV and microwave. The breakers do not click off. I isolated the outlets from the power outage and the grounds and connection are all ok as confirmed on tester and visual inspection. The suspect breakers (across from each other on post in electrical box) are secure and wires are tight. Moving wires on breakers does not affect lights/power and the breakers are not hot or making any unusual noises. Aside form having a paranormal experience, could it be the internal parts of two breakers are defective or, could I have mice eating wires? Your help is appreciated.
