Cool Lights flicker

One circuit in my home has several lights on it. The lights on this circuit flicker, however not all the time. No electrical motors or dimmer switches are on this circuit. I replaced several bulbs and tightened the wire going from the circuit breaker that goes out to power the circuit. Any suggestions of what to do next?

check neutrals in splice boxes and any outlets that are on the same circuit. outlets with back stab terminals are great ones for loose wires.

Smile Flickering lights

I think I found the problem. I put in a new 15 amp. circuit breakers. So far, so good. If I continue to have the problem I will follow your suggestion next.
