Andersen wdouble hung window-jammed strings

The top window has jammed strings (with 5-6" slack) The left string will allow you to pull out slack and some of it takes up again, but not all. The right string is jammed tight-will not allow any pull or recoil. The same goes for the bottom window. Please post any suggestions-Thanks, Jabb
