Steel entry door

I am finishing out the second floor of a garage apt. The stairs are inside the garage, and are not external. I am in the process of selecting an insulated steel entry door and can't decide whether it should be push-to open or pull to open. There is a through-the-wall AC unit immediately inside the door and if the door opens inward it can hit the AC unit. However, opening a steel entry door by pulling outward does not seem common. Aren't most stell entry doors supposed to open inward?

thinking on terms of egress, the fire department might frown on an inward opening door, especially one on a second floor. does the door open onto a landing or is it right at the top of the stairs? if its right at the top step level opening inward would be better in terms of safety.
