hotsprings grandee spa problem!!

I acquired this hot tub when I bought the house I'm in now. Before draining I turned off a 20amp breaker but forgot to turn off the 30 amp breaker to the tub. After filling the tub I was told I have a air pocket and I need to work on getting It out well that didn't work and I drained the tub and filled it through the filter compartment and still a problem. The power light on the control panel flashes only when the 20 amp breaker is on then just after the breaker is flipped I hear a relay on the control box click off or open. Still a flashing light and no success. I was told the heater sensors might be needing to be replaced to correct this problem. Any Ideas????
