Leak above foundation line

I have a leak in my basement. I've removed the drywal and pinpointed the leak as coming from between a 2x8 board that runs along the top of the foundation (a granite slab sits on this board to form a windowsill under a large window. The window is a Norco double pane one that does not open).

The leak only happens if there's a very heavy rain, or if I water a flower box in front of the window (the sprinkler hits the window and the water runs down it).

The water comes in between the board and a black plastic piece of material that is on top of the foundation wall. The black material looks like very thick electrical tape, and seems to be two pieces of the material stuck together. I'm guessing it's some kind of waterproof material that wraps over the top of the foundation wall.

The point where the leak is is at least a foot above the concrete pad outside, so it must be coming in either through the window somehow or possibly through the stucco on the outside of the house, which forms a small ledge right below the house. For all I know, the board could stick out from the side of the house and the stucco could be formed around the board.

There's a very small hairline crack in the stucco ledge (looks like a crack you'd see in a corner of some drywall inside). I don't know if it's the window that's leaking or the stuco.

I'm not even sure who would fix this sort of thing? A handyman? The company that installs these windows? Could I fix this myself with some kind of stucco sealant?

Any help or suggestions is greatly appreciated, including the names and numbers of people in Chicago that could fix this kind of thing. [?]
