Outside wooden window rot

Isn't there an easier way to repair/replace the wood than taking the whole window out...

I'm afraid there isn't. Basically everything concerned with the window is fastened to that "sill." They had a program on the home & garden tv that explained your very problem, only they had to remove a three section bay window to replace the sill plate.
