Others can probably help more, but I like to use layers of the self-adhesive window flashing around the opening... bottom first, then sides, then top after you put the window in.

Are these new wndows or replacement windows ?
If it is a new build or a renovation project that still needs to be sided then yes you should wrap the exterior walls in tyvek before you install the windows then as the previous post suggested seal all 4 sides with self adhesive window flashing, bottom first then the sides then lastly the top.
From the inside push insulation between the windows and the framing, do not push it in hard, insulation needs to remain "fluffy" to work properly, or use window and door spray insulation.
