New sheeting for roof?

I have a roof that is about 5-10yrs past it's prime and will be in the market to have it replaced in a few years. Now the roof started off as cedar shakes then there are 2 layers of shingles. Do I have to remove the whole roof a lay down new sheeting then the paper and shingles or can I remove 1 or 2 layers of shingles and lay down the paper and shingles over the shakes?

The 2 layers of shingles and wood shakes will need to be removed, I normally leave the wood slats and apply the new 4x8 decking over the slats and use plywood clips and break the butt joints on the rafters Mark the slats and rafters and nail thru both and the sheeting will stay in place
