Gravity retaining wall on basement garage slab?

I'm thinking to build a 4' high retaining wall perpendicular to the front of a basement garage (see attached diagram). Should the pad under the retaining wall sit on the footing (if there is one)? Should the first block next to the foundation straddle the concrete slab under the garage floor and the pad under the retaining wall? How should I seal the end of the retaining wall where it butts against the foundation? Should French drain #1 across the front of the garage go under the pad and connect to French drain #2 behind the retaining wall? If they're not connected, should they start at the same height, or should one be higher than the other?
