    hand rail mounting

My house has an old hand rail that had been replaced with a round piece of wood. Of course its rotted and broke off.

Now the trick part. Theres two pipes set in the concrete one at the top one at the bottom of the stairs. Each pipe has a sort of open face type clamshell thing on top, with two bolts comming out. and they face opposite directions. Whats the trick to this how was a bannister attached what parts are missing and is there any chance of finding these parts at a store? Or fabricating something?

that type of pipe connection is for either a chain link fence or something called the quick-rail system. you could go to a lumber yard and get a new handrail and just bolt it onto whats there. handrails are wooden with the top routed and shaped to fit the hand.
