The first thing you need to know is that a good carpet fitter can cut and trim any carpet material tight to any shape of wall.
Here in the UK the skirting (baseboard) is almost always fitted tight to the floor. The only exception I came across was when I worked on a hotel development for a well known tight fisted contractor who demanded that all the skirting had to be fitted ľ" off the floor.
His reasoning had a certain logic to it: why should he fork out for a 6" skirting (and lose a percentage of depth when the carpet butted up to it), when a raised 5" skirting would not only perform the same task but cost less as well*

As a footnote I can tell you that all the carpet fitters condemned it to a man!!
