ceramic tile on concrete slab

I want to put ceramic tile on a concrete slab. However, when we moved in there was a strong odor from pets coming from the concrete. An oil-based Kilz primer/sealer was put on the floor.

Will there be any problems with laying tile on top of this concrete?

if the paint is adhering tightly to the concrete I see no problem. chances are that there is still some rough spots that the quick-set will grab onto and not just be floating along the surface.

Should a membrane be placed between the floor tile and the concrete to prevent damage if the concrete splits? I have a small hair line one now in one spot. Is there a product to fill that or just use concrete patch filler?

the crack means the concrete or sub earth is moving. putting floor tile down using quickset mortar may work but will also crack if there is more movement. Ya got me stumped!
