leveling vs drain

Just moved into my new house. With any rain or watering a small bare spot about 1 square foot on the side yard always collects standing water. Neighbor said they had same problem and added concrete to the foundation to keep water from the house...I can't tell where though....

This bare spot is 2 feet from the foundation of my house should I be worried?

If I add soil to level that area and add some grass will this fix my problem. Or do I need the french drain.

Troy is an unknown quantity at this point
You could do a simple french drain. If it is that small, it shouldn't take too much to move the water a few more feet from the house.
