Apple Tree and hungry bugs

I have two different varieties of apples trees that are 2-3 years old and the bugs have eaten/destroyed all of the flowers and have damaged a lot of the leaves. I have tried insecticidal soap, but that doesn't seem to work. Any other ideas to keep the bugs away so I can get some apples? I'm so hungry!
