Radiator Smell

The radiator in my apartment came on and it smells horrible. I complained to the housing manager, and he said it was paint burning off. He replaced the unit, but the new radiator smells as well. It is a different smell, not as unbearable, but there nonetheless. Is this normal? Is it really the paint? None of the other tenants complain about a smell, so I suspect that it is not the boiler that is making the smell.
