A/C Coils freeze over AFTER A/C is turned off

My a/c coils freeze over after i turn off the air. When i turn it off, the inside shuts off, but the outside compressor is still running, and i believe this is why the coils are frezing over. why is the outside compressor running and i how do i get it to shut off at the same time as the inside?
