Propane smell from fire place

I recently purchased a house with two wood burning fire places that were converted to burn propane. There is no duct work on either, the flue dampers are still there and functional. When we use either of them the flue is kept closed and after awhile are eyes begin to burn and we smell propane.
Are we supposed to open the flue damper?

We stopped using them until I can figure this out, no paper work on these units

yes the flue damper should be open to create a vacuum for the exhaust gases to go up the chimney. propane exhaust just like the gas itself hugs the floor if not vented.

Thanks for the help I just returned from my house in NC. While I was there I opened the flue and no more propane smell. Thank You
