help with base heaters

My house gets very cold during the winter. My baseboard heaters are brand new but they dont seem to put out the heat they should. I have an old baseboard heater in a bedroom that gets very hot (just a half inch turn of the knob and its blazing!)
any ideas on what the problem could be? It just dont seem right that the new heaters dont work right and the old heater gets way to hot! ..lol..im lost

are these electric or hydrionic? ( circulating hot water)

OK, next to check is if they are getting full power. I'm assuming they are 240 volt heaters, if they are not let me know! Locate the breakers that control the heaters and shut them off. Go to each heater one at a time and remove the thermostat plate. Behind the plate will be the wires that feed the heater. A pair will connect to the thermostat, the other pair will go to the heater wires. one wire goes to the element, the other goes to the klixon limit which is connected in series to the other end of the element. Carefully remove the wirenuts from the wires feeding the thermostat, leave the heater connected - now throw on the breaker that feeds this heater. Check for 240 volts across the two wires. Now carefully turn the thermostat to ON and check the output to the heater element - you should also get 240 volts - if you don't then one side of the thermostat switch is open and must be replaced.
