base board heat

I have an oil burner with two zones. neither zone is working normal only intermitant.the furnace also supplies my hot water which works fine. Ithink the proplem is with the circulation pump, but before I condemn the pump how do I know if I have enough water in the system?
I haven't tested the pump for power but it does not come on.

I have tested for power at the box and I have it. If I turn both thermostats down for a couple minutes the pump runs for a while
