Burner Tube

I have a tempstar 7000 super high efficiency. It seems that when the burners are cold they will not lite properly it has a spark ignitor that ignites pilot then burners the burner nearest the pilot will burn in the tube itself and up the down the rail when you cycle the control valve after the intial light it lites and burns properly but i'm tired of cycling this thing off and then back on to keep it from burning in the tube i know it can not be good for the furnace itself any help would be greatly appreciated. I've taken the burners out and cleaned by blowing airthru them no luck though.

Some of these units have a step opening gas control, it yours has been replaced, or is not stepping, that could be a problem too.
