Slow Toilet

One of my toilets drains slow. It seems to have good flushing power, but then fills the bowl to brim. It's takes several minutes for the water level to go down, and goes down too much once it does go down. Any ideas on what to do or what's wrong?

handyandy is an unknown quantity at this point
Do you mean that the water flushes completely and normally, then fills to the brim, then takes a while and goes down too much?

Have you checked for clogs?
