toilet flushing problems

my toilet in my small bathroom won't fill. You have to manually turn off the water valve and then turn it back on for the toilet to fill. Then you can flush it. Any ideas????

homebild is an unknown quantity at this point
Your fill valve or ball cock mechnism is clogged with silt or debris. The simple fix is to replace it for under $10US.
