All the hot water piping, as well as the water heater vessel are simply straight through tubes with nothing that could effect the volume of flow by temperature. Obviously your hot water is flowing ok, otherwise the cool water standing static in the hot water piping would not eventually come through permitting the hot water to arrive.
The fact that the water volume drops when the hot water arrives is indicative of an anti-scald or thermostatically controlled shower mixer that is not reacting quick enough.
